If it’s needed by law enforcement for a criminal investigation however, that’s considered a special circumstance.  In these cases, photocopy the form for your records.  Record the requesting officer’s name and badge number, as well as a contact name for the agency just in case the ATF needs to know it.  You should also obtain a receipt from the officer for the 4473, handwritten is acceptable, containing their name, badge number and telephone number.
