No; it’s optional.  There are a few reasons you may want to have the transferee include it though:

  1. It minimizes the possibility of the person being misidentified as a prohibited person or felon.
  2. It may help the transaction process through NICS faster.
  3. It helps differentiate them from other people with the same name.
